According to a Reddit post by u/LordMcze, some GTA Online players in certain countries don’t have access to some or any of the gambling features in GTA Online’s latest feature – the Diamond Casino & Resort.
GTA Online Diamond Casino Update Blocked in Over 50 Countries. Following the release of the Diamond Casino update in Grand Theft Auto Online, many players report that they're blocked from. GTA Online’s newest DLC, Diamond Casino, has already been banned in 54 countries, with more likely to follow suit on the premise that the update constitutes online gambling. Many users across the globe are able to download and access the Diamond Casino and Resort, but are blocked from purchasing betting chips and other gambling-related features.

This is due to each country’s own laws regarding gambling, as backed up by Rockstar Games’ Support FAQ. The FAQ says the following:
Question: I received a message in game saying a feature is “not available.” Why is this feature not available? Will it be available later?
Answer: Certain features are not available at all times or for all players. This can occur for a number of reasons including regional restrictions, game design, or the incompatibility between features you are interacting with. If the message you receive says the feature is not available “now,” the restriction is temporary and you can come back later to access the feature. If the message you receive says the feature is incompatible with another feature, please choose which feature you would like to experience.
One Reddit user, u/riptor01, says that they’re from Greece and that the game allows them to purchase in-game chips, but they can’t gamble with them.
Another user, u/tarwixcz, claims that PC users can change their Social Club country to any other country that has less restrictive gambling laws and also use a VPN to circumvent the issue.

A lot of you have been tweeting at us and reporting that you cant use the features in the Casino, whether it’s spinning the lucky wheel or trying to play a game of Roulette. You’ll get a message saying ‘This feature is not available for you.’
Well, this for sure isn’t Rockstar Games fault. This is due to your country/government and the laws they have in place for Gambling. If your country is listed below. Then you won’t be able to use the features due to your anti-gambling laws set in place.
Gta Online Casino Not Banned Countries List
For some countries which can use the features, they may not be able to use in-game money which is from Shark cards. We spoke to Tez in Direct Messages which confirmed this. The game detects two types of Cash, Paid cash, and earned cash, Paid cash is Money purchased through Shark cards, Earned cash is any money you have gained through the games features. The Cashier at the Casino won’t allow you to use ‘Paid cash’ to purchase chips.
